Okay,

CA is your current Ability so if you say 138 then the rest of your unchosen stats will reflect that. While you may have chosen high acceleration, the AI in the game may give you very low strength and stamina (just an example).
You wont see all your stats high or even average, some of the stats will be disappointing at first.

PA is your Potential Ability, which you could reach depending on training, health (major injuries) etc.
Most superstars have a PA of between 175 and 185 but you can take a gamble and use the factor of - numbers.
Typically, wonderkids have a - number assigned. They will be great when younger but the future is unknown, they could be wonderkids or they could crash and burn.

might be better just to random everything, just set us all at -8/-9/-10 potential and random everything expect make our 5 chosen stats quite high

One with the stats provided, and one randomized like you recommended .
